In your Wiki you can always see on [[Special:ListGroupRights]] the provided user rights of each user group, for the issue of creating new users look for the right of <code>createaccount</code>, it is usually given to Bureaucrats and Admins. So we recommend to enable only the group of Bureaucrats to those users who shall take care of user management issues. To add users to user groups:

To create a global user account the Wikis work with extension: ConfirmAccount and users can request an account for themselves and this requires someone to confirm the account or reject it.

What does it do?

  1. first a user request an account via the interface of extension: ConfirmAccount
  2. someone has to confirm the account or reject it, usually the Wiki group of Bureaucrats (or Admins). You’ll see this as a notification in the Wiki’s Recent Changes page on your Wiki
    • If you accept it,
      * better change the Wikis user interface to that language of the Wiki, because after creation a default greeting text gets inserted (including the new users biography notes) onto the new user’s user page
      * alter the user name to a real name when possible before confirming the user’s request
    • If you reject it—and to prevent spamming—set (1) the IP first better to not be able to request anew and (2) set this request to be [x] Spam

If there will be to much spam the only solution (at this moment) is to deactivate this extension an to manage users completely manually by the Wiki group of Bureaucrats and Admins (see below).

  1. Go to «Special:CreateAccount» and create the user name accordingly
    • please enter a real name for the user when possible
    • fill out all the fields including a reason
    • note that if the e-mail was wrong nobody gets notified
  2. Hopefully the new user gets notified if his e-mail is correct and he can proceed from there

  2. use the side panel Tools > user rights management and alter its group memberships from there
